The design of engineering work Is such that It will sustain loads or resist forces. Regardless of the design of the member of structure, It will yield or deflect slightly when subjected to loads or force. Roadways, airport runways, and, other structures that are subjected to loads, therefore, must be designed to support loads in such a manner that Prevent sheering or other structural failures.
Deflection measurements of structures are an important aid to proper design, maintenance and performance studies of such structures. Heretofore, deflection measurements have been made by the CBR for soils, the "Plate BearIng Test" for soils and pavements and the "Benkleman Beam" for pavements. The Plate Bearing Test, CBR and Benkleman Beam systems are very slow and require large crews and costly special equipment to perform the deflection operations.
None of the systems now in use will singularly provide adequate deflection measurements of both soils and pavements. Also, due to the expense and difficulty of operation such measurements by the methods have been considered as part of research and only used when a definite problem has been encountered.
